I have the honour to confirm my telegram of the

19th May, 1932, which read as follows:-

"Confidential. No.103. My telegram of 11th May, Confidential No.98. Shing Mun Scheme.

In Legislative Council today unofficial members unanimously voted for following motion proposed by Senior Unofficial Member (European) and seconded by Senior Chinese Member. Begins. That the Unofficial Members of this Council in view of the

present serious recurrent water shortage respectfully urge the Hong Kong Government to press the Home Authorities immediately to sanction the commencement of the second section of the Shing Mun Water Scheme. Ends. Unofficial Members press most strongly for immediate commencement of Gorge Valley Dam and consider it to be the most pressing of all public needs. They promise full support for financial measures necessary to meet loan charges. increasing severity of the water shortage which is in no way abating and the probability of still further restrictions of supply emphasize necessity for
